vanishing marginals: An electoral trend in which the number of unsafe,
marginal districts in House elections appears to be declining.
veto: Disapproval of a bill by a chief executive, such as the
President, or a state governor.
Virginia Plan: A plan offered at the Constitutional Convention of
1787, and favored by large states, which called for a two-house legislature, the
lower house chosen by the people and the upper house chosen by the lower; and a
national executive and a national judiciary chosen by the legislature.
