The word "neural" means "having to do with neurons or nerve cells." Certain groups or "centers" of neurons in the brain have highly specific functions, unlike those of any other part of the brain. For instance, one neural sub-center called the thalamus acts as a sort of switchboard through which most input messages pass before reaching the cortex. The thalamus is called a sub-center because it is "lower" than the cortex, which is the "highest" part of the brain.
