A concept referring to the higher circles of power in society. C. Wright Mills states that the concept, "'class' is an economic term; 'rule' a political one. The phrase 'ruling class,' thus contains the theory that an economic class rules politically." In Marxian analyses this ruling class is associated with the bourgeoisie. See ruling elite. - C.
